Though a character named Matan appears in the Torah, it was not readily used as a name in Jewish communities until the modern period, though is now popular among Israeli families. It holds a connection to Shavuot, a festival known as "Chag Matan Torateinu" (Festival of the Giving of Our Torah) so could make for an especially meaningful name for baby boys born around that time in the spring.
